30-Year Fixed Down, Time to Buy?

Director Lockhart, Fannie Mae and Freddie Mac chief regulator, talks about moving mortgage rates down to 4 percent. Blasting through the US Treasury's previous consideration of a 4.5 percent target this reduction is sure to move a lot of prospective new homeowners off the bench. Just the discussion of 4 percent has moved the 30-year fixed-rate down to 5.5 percent.
